Ministers strengthen control of rail expenditure levels

The railways Bill will give the Government a tighter grip over how much public money is spent on the railways.

The income needed by Network Rail to operate, maintain and renew the rail network is calculated in periodic reviews of access charges conducted by the Office of Rail Regulation (undertaken generally every five years).

Last December, former rail regulator Tom Winsor completed an interim review that concluded that Network Rail needs to spend £22.2bn over the five-year period...
