Camden laments lack of lane rental powers

One proposed method of 'encouraging' the utility companies to work as rapidly as possible when digging up the highway has been a lane rental system, whereby the utility company pays a daily fee to the local highway authority for the privilege of occupying the highway. This concept was trialled in two local authorities, Middlesbrough and London's borough of Camden, between 2002 and 2004, but does not appear as an option in the current proposed regulations.
