Product description:

COBA is a DfT program maintained and distributed by TRL. COBA compares the cost of providing road schemes with the benefits derived by road users in terms of time, vehicle operating costs and accidents and expresses the results in terms of a monetary valuation. COBA is suitable for the economic appraisal of highway schemes that are considered not to affect trip making behaviour (i.e. a fixed trip matrix). It can also be used to assess the effect of schemes on accident costs for variable matrix appraisals that use alternative methods to estimate the economic effects.
