Transport secretary Philip Hammond this morning revealed that the Department for Transport intends to continue consulting on possible changes to the rail franchising system in parallel with a value for money review of Britain's rail network.

However, he added that franchising reform needs to be coordinated with the review of infrastructure manager Network Rail.

This will result in a short-term contract for the operation of the Greater Anglia franchise being let in 2011, with much longer...
