Six London boroughs are piloting new powers that will allow them to remove the vehicles of persistent evaders even if they are legally parked. The councils — Camden, Ealing, Hammersmith & Fulham, Hackney, Kensington & Chelsea, and Wandsworth — will be able to tow away the vehicles of owners with three or more unpaid penalty charge notices (PCNs). The councils will use new powers included in the London Local Authorities and Transport for London Act 2008.
