Discounting small time savings will favour big schemes

My University College London colleague David Metz has contributed strongly in recent years to debate about transport policy and appraisal, and has helped to stimulate others to do likewise. But I do question his assertion that “the crucial objection to the use of travel time savings as the main benefit of transport investment ... is that average travel time has remained unchanged for over 30 years” (Letters LTT 28 Jan).
