Alternative to HS2 will fail to deliver the necessary capacity

The HS2 Action Alliance (HS2AA) has published a report, More capacity on WCML: an alternative to HS2, suggesting that conventional upgrades based on the DfT/Atkins  Rail Package 2 (RP2) option would provide at least as much additional capacity as HS2.
