The discrepancy you expose between the air passenger forecasts of the DfT and individual airports is easily explained. It is just one feature of the discredited air transport framework created by the previous government’s 2003 White Paper, which has now rightly been recognised as unsustainable – in both senses – by the current one. But the tainting of planning processes and investment programmes lingers to this day.
