Matthew Lugg is becoming a rare creature – an environmental services director who has moved from a technical background into management. The Leicestershire director joined a graduate training scheme at Lincolnshire County Council in 1979 so that he could work in the highways business, after enjoying a year’s work experience in two road construction units as part of his degree.
