‘High-speed’ Hammond and others are telling us that if a law is widely flouted by a section of society, we should move the goalposts to oblige them (ibid). On the contrary, surely that is an argument for enforcing the present law? We have long had laws against littering, dog mess, pavement cycling, phoning while driving etc, all of which go unenforced for fear of the Government being accused of operating a ‘nanny state’.
