The Government should re-start its franchise programme but spread out awards, with no more than three or four contracts awarded each year, says Brown.

Spreading the award of franchises will reduce pressure on DfT and bidder resources, and so cut bidding costs. “As well as reducing the resourcing burden on the Department and industry, this will allow Government to spread the risk of the volume and mix of franchises let in any one part of the economic cycle,” says Brown.
