Network Rail hopes to free up capacity on the West Coast Main Line to allow Virgin Trains to introduce new services between London and Shrewsbury/Blackpool. The Office of Rail Regulation last week refused to allow Virgin Trains to launch the new services, citing capacity constraints and the impact that the additional services would have on the punctuality of existing services.
