Phil Goodwin’s comment on cycling in the 17 May edition (I’m afraid the issues have been piling up on my desk for a while) coincides with a discussion I’ve just had with an English friend of mine. Why are general cycling levels in Britain so low and why do some cities succeed in increasing levels of cycling and others not?

There is no doubt that cycling is healthy, it is environmentally sustainable and it provides much-needed additional transport capacity to the congestion...
