Will Tyne and Wear become the first place in the country to introduce a bus Quality Contract Scheme (QCS)? Or will councillors eventually accept the improved offer of a Voluntary Partnership Agreement (VPA) made by operators? The Labour-controlled Tyne and Wear Integrated Transport Authority this summer authorised consultation on the QCS, at the same time requesting that the PTE continue a dialogue with operators about the VPA alternative (LTT 09 Aug).
