The draft National Policy Statement for national networks sets out its stall as follows: “The NPS sets out the Government’s vision and policy for the future development of nationally significant infrastructure projects on the national road and rail networks (including strategic rail freight interchanges).”

Does this suggest that the NPS sets out a national integrated transport strategy, or that it sheds light on the Government’s approach to developing our national...
