The Planning Inspectorate has rejected Wiltshire Council’s proposal to include plans for a Westbury Bypass in its local plan. Ministers refused planning permission for an eastern bypass of the town in 2009, following a public inquiry. But in 2012 Wiltshire inserted the bypass into an appendix to its draft core strategy.
