The political controversy associated with graduated driver licences for young people is highlighted in a new report by the RAC Foundation.

Some road safety campaigners have championed graduated driver licensing (GDL) as a way to reduce the disproportionate number of accidents that involve young drivers. Under GDL, newly qualified young drivers could face restrictions, such as on  night-time driving, how many passengers they can carry and tougher alcohol and vehicle power limits.
