BUS OPERATORS do not require large amounts of compensation payments if councils implement franchising, or Quality Contracts, a legal expert said this week.   

The question of operator compensation was raised earlier this month in the final report of the Quality Contract Scheme board set up to scrutinise the plans of Nexus for a Quality Contract Scheme in Tyne and Wear.
