Drivers who park where they know they shouldn’t often leave handwritten notes in their windscreens in the hope of warding off a penalty charge notice. Civil enforcement officers frequently come across scraps of paper with hastily scrawled messages explaining that the badly parked vehicle belongs to a doctor/midwife/engineer ‘on call’, going to be ‘Back in 10 minutes’ or ‘Making a delivery’.
