MINISTERS ARE considering a  £400m Tax Increment Finance (TIF) scheme to help fund transport and other improvements in London’s West End.

Westminster City Council, Transport for London, the Greater London Authority, the West End Partnership, and the London Borough of Camden have submitted a proposal to Treasury for a £400m TIF scheme based on business rates.
