Funding for rail enhancements in Scotland will be much tougher to secure in future, Transport Scotland has warned in a consultation on Scotland’s rail infrastructure strategy. 

The financing of rail projects has become more difficult since Network Rail was reclassified as a central government body in 2014 – the organisation is now subject to borrowing limits set by the UK Government (there are separate limits for activities in Scotland and in England & Wales).
