The wheel clamp, a device that has sown much discord between parking operators and drivers, was ironically the brainchild of a musician. Frank Marugg, a violinist with the Denver Symphony Orchestra, came up with the idea in 1944. It was adopted by the city’s police force as a way of ensuring scofflaws paid parking penalties.
