Concessionary fares: use the appeals system

The debate about the reimbursement rate for concessionary travel has been raging for 30 years (Letters LTT 17 Mar). The law says that an operator should not be better off or worse off due to the rate and an appeal mechanism exists for operators who believe they are worse off.

I cannot recall over the last few years reading reports of any appeals. Given the critical importance of the reimbursement rate to the economics of the bus industry, would it be better to focus on appeals rather than...
