Herefordshire Council wants the Government to review the English National Concessionary Travel Scheme (ENCTS). Herefordshire spends £1.4m a year on concessionary travel reimbursement – more than double the £750,000 it spends on subsidised bus services. It wants a DfT review of the ENCTS “to seek further financial support for Herefordshire or [to] allow greater local flexibility in how the scheme operates”....
