Major changes to the developer contributions system for transport and other infrastructure in England have been published for consultation by the Ministry of Housing, Communities and Local Government (MHCLG).

The reforms affect both the Community Infrastructure Levy (CIL) and Section 106 planning obligations. 

The MHCLGplans to remove the restriction of no more than five S106 obligations being pooled to fund a single piece of infrastructure for authorities who already have a CIL in place,...
