Climate change is starting to dominate the UK transport policy debate, as fear about the planet’s future shoots up the political agenda.     

The Committee on Climate Change has recommended that the Government enshrine in law the delivery of net zero greenhouse gas emissions for the UK by 2050. For Scotland it recommends 2045. The UK Climate Change Act currently requires an 80 per cent reduction by 2050 against 1990 levels.
