Phil Goodwin underplays the vociferous objections to road user charging made by, as he says, those who have most options, are best represented, or most organised (ibid). Most noise is probably made by those who drive the greatest mileage in the largest cars but their objections are often based on the burden charges would impose on less well-off people who have no alternative to driving.
