Valley Lines asset transfer will add costs

Transferring the Core Valley Lines (CVL) from Network Rail to the Welsh Government will create inefficiencies in the short-term, a senior civil servant has admitted.

The transfer was due to take place last September but has been delayed. As a result, TfW is underspending against its budget, which assumed that TfW would be managing the CVL from September.
