Councils press for CAZ charge on Highways England road

Councils in Greater Manchester want the Government to allow their proposed charging clean air zone (CAZ) to cover a  Highways England road.

Local authorities only have responsibility for air quality on their own roads. Responsibility  for pollution on the Strategic Road Network (SRN) rests with Highways England.  

But Tameside Council says the proposed conurbation-wide Class C CAZ will not improve air quality for the residents of Hollingworth and Mottram, which lie on Highways...
