Giving more power to England’s highway authorities outside London to enforce against pavement parking could add substantially to council costs or create a legal minefield, depending on how it is implemented, the DfT has suggested.

The challenges are discussed in the Department’s consultation on ways to control pavement parking outside London (LTT?04 Sep). 

In the capital, parking on pavements has been prohibited under the Greater London Council (General Powers) Act 1974....
