The legality of using  experimental traffic orders (ETOs) to implement traffic schemes during Covid-19 is to be put to the test.

A judicial review application was submitted last week against a traffic scheme implemented using an ETO in the City of London. The claimant contends that the ETO should be revoked because an experiment cannot be properly conducted at a time when people’s movements have been so heavily restricted by the Covid-19 pandemic.
