A project to tackle illegal levels of air pollution beside a Hertfordshire road appears to be heading for failure, seemingly because of conditions imposed by the Government.

Hertfordshire County Council and Broxbourne Borough Council have been working with consultants to try and devise a  solution to illegal nitrogen dioxide concentrations on a section of the A10 north-south road in Broxbourne, just north of the M25.
