In another departure from the 1990s model of rail privatisation, the Welsh Government has purchased InterCity and regional trains.

Through its Transport for Wales company, the government has bought 42 Mark 4 coaches and eight Class 153 single-coach diesel units. The Mark 4s previously belonged to Rolling Stock Leasing Company (ROSCOs) Eversholt, and the Class 153s to the Angel Trains ROSCO.
