Monitor ASC ‘displacement effect’, councils told

Authorities should monitor roads near where Average Speed Cameras (ASCs) are deployed in case the enforcement has a displacement effect, according to IAM Roadsmart head of policy Tim Shallcross. He was responding to  reports about a Denbighshire farmer who has had road vehicles crashing onto his land from the A494 18 times in 20 years, including three times in the last year.
