Half of drivers unsure about new Highway Code rules

Changes to the Highway Code have been followed by a sharp rise in the issue of fixed penalty notices, reports the RAC

Changes made to the Highway Code in January 2022 gave pedestrian and cyclists priority at junctions. This has seen a rise in fixed penalty notices (FPNs) issued to drivers, according to figures released by the Home Office.

On 29 January 2022, the government announced the creation of a new ‘hierarchy of road users’ that ensures those who can do the greatest harm have the greatest responsibility to reduce the danger or threat they may pose to others.
