A senior officer at Maidstone Borough Council had the opportunity to experience life on the streets as a civil enforcement officer (CEO). David Edwards, the council’s director of environment and shared services, took the opportunity to become a CEO for the day as part of a ‘back to the floor’ initiative run by APCOA Parking (UK).
