Road traffic regulations are normally enforced by police, but declining officer numbers and the difficulty of catching offenders has resulted in little or no enforcement. Local authorities are calling for a more consistent approach to enforcing moving traffic regulations. While many are able to detect and deter unauthorised parking and driving in bus lanes, the picture on regulations covering box junctions and banned turns is inconsistent.
