The Liberal Democrats have pledged to open thousands of miles of new railway in their election manifesto, funded by £3bn Rail Expansion Fund.

The fund would allow councils and transport authorities to bid for funding to pay for rail improvement and expansion projects. Lib Dem transport spokesman Norman Baker said that funding would come from cuts made to the roads budget.
