Ken Ellcome has joined JBW as senior contract manager. He joins the debt management and enforcement company after a long career in the parking sector, including 10 years managing Portsmouth City Council’s parking section. During that time he was also the chair of the National Decriminalised Parking Association, later to become the BPA’s Local Authority Special Interest Group. He was also elected as a member of the BPA council.
