Hartlepool Borough Council is clamping down on dangerous and inconsiderate parking, particularly outside its 38 schools. The County Durham authority is using an automatic number plate recognition (ANPR) vehicle unit.
There has been a significant improvement in driver behaviour since the £40,000 car and its systems were introduced, a council spokesman said. “The first active weeks of enforcement saw a peak in penalty charge notices (PCNs), with 141 issued,” he said....
