Give enforcement powers to councils that want them

The front page of your last issue carried the news that the DfT is not going to lay the regulations that would allow the civil enforcement of moving traffic contraventions outside London. These potential powers are contained in Part 6 of the Traffic Management Act 2004 that also took in earlier powers that enabled local transport authorities to apply for decriminalised parking enforcement (DPE) in their area.
