Lord Morris of Manchester, the Labour politician who oversaw the introduction of the Orange Badge scheme for disabled motorists, has died aged 84. The Orange Badge formed the basis of the current Blue Badge scheme.
Born in Manchester in 1928, Alfred Morris witnessed the pain of disability at first hand. His father, George, had been gassed in the trenches and died when he was six, while his mother was crippled with arthritis.
