‘End the fixation on bid price’

The DfT should give more weighting to the quality of bids when it chooses who to award a rail franchise to, says Brown.

The DfT is unusual in awarding franchises solely on the basis of the price offered by bidders, he says.

He recommends that the quality of a bid should carry a weight of 20-40% in the tender process, depending on the type of franchise.
