The number of penalty charge notices (PCNs) issued for minor parking offences in the capital has fallen to its lowest level in five years, according to data released by London Councils. Over the past five years the number of low-level PCNs has dropped by 10,000 to 992,514.

A two-tier parking penalty system – based on the seriousness of the offence committed – has been in operation in the capital since July 2007.
