West Yorkshire Combined Authority is drawing up plans for bus franchising, saying partnership proposals put forward by operators are inadequate.
The conurbation has been pursuing parallel workstreams on Quality Contracts (franchising) and partnership working for some time but David Hoggarth, WYCA’s director, development, said this month that Quality Contracts were now the preferred way forward.
