Alpha Parking has launched an environmental enforcement training course for local authorities. The covers the full range of issues from general fly-tipping to Public Space Protection Orders.
The course has been designed for local authorities that are looking to either extend the remit of civil enforcement officers beyond parking or to introduce teams focusing solely on environmental enforcement.
Alpha Parking director Penny Winder said: “Environmental issues have become increasingly important over the last 10-20 years. For example, there are estimated to be 8 million dogs in the UK producing more than 1,000 tons of mess a day.”
Unlike the enforcement of parking regulations, environmental enforcement is not decriminalised so the officer is issuing a fixed penalty notice (FPN). If a fine is not paid, the process of recovering the FPN is via the Magistrates Court.
“The course also reflects that environmental enforcement involves more direct interaction with the public than parking,” says Winder. “A conflict management unit forms part of the training, enabling officers to deal with aggressive and abusive behaviour.”
Alpha courses are delivered on site and assessed by multi-choice question.
