London boroughs won majority of PCN appeals in 2015-16

London’s boroughs marginally won the majority of appeals against penalty charge notices heard by the capital’s independent adjudicators.

London Tribunals’ Environment and Traffic Adjudicators determined 27,696 appeals against parking PCNs. They allowed 13,572 appeals, of which 5,803 were not contested by the enforcing authorities, but refused 14,124 appeals.
