Reimbursement appeals: a hazardous route for operators

Ray Bentley may be unaware that many operators have used the appeal system (Letters LTT 31 Mar), but I would liken it to playing Russian roulette with five bullets in the chamber. One large private operator ended up £350,000 per annum worse off. 

The appeals system amounts to the DfT auditing its own guidance, one of the many farces of the concessionary fares system. I assume the appeals are confidential as they include much of the operator’s financial data....
