Private parking operators cannot sell on debts, says DVLA

The DVLA has reminded parking companies enforcing on private land that they cannot assign debts to unaccredited third parties. 

Parking companies belonging to an accredited trade association can obtain keeper data from the DVLA by way of the KADOE (Keeper of a Vehicle at the Date of an Event) contract. This contract allows parking companies to engage debt collectors to pursue debts, but they are not allowed to sell the debt on to another party.
