Suffolk County Council  is grappling with a major funding gap for the Upper Orwell Crossings project to improve road access in Ipswich.

The project comprises two new bridges and refurbishing a third. It is intended to relieve east-west routes and the A14 across the Orwell Bridge, as well as open up development land. 

The estimated cost was £96.6m in 2015 and the Government pledged £77.5m to the project in March 2016 from the £475m Large Local Majors Fund. This...
